Authority Monitoring Report 

The AMR is produced annually and identifies the progress made on the production of policy documents and implementing Local Plan policies. 

The Authority Monitoring Report (AMR) is a legislative requirement under Regulation 34 of the Town and County Planning (Local Development) (England) Regulations 2012.

The AMR has two main purposes:

•    To review progress with the production of Local Development Documents

•    To monitor the effectiveness of policies set out in Local Development Documents

Housing Delivery Results 

The latest HDT 2021 results were published in January 2022 – The Council scored 110%. 

Due to the scoring, the Council passed the HDT and there are no consequences.

Housing Land Supply

Information and documents about the housing supply in the district.

The National Planning Policy (NPPF) requires local planning authorities to identify and update a supply of specific deliverable sites sufficient to provide a minimum of five years' worth of housing against the housing requirement set out within their Local Plan.

Current Annual Position Statement 2022

South Kesteven submitted the Annual Position Statement to the Planning Inspectorate on 29th July 2022, along with supporting evidence. On 5th October 2022, the Council received notification from the Planning Inspectorate to confirm the 5 year housing supply for South Kesteven. The report received can be seen below,

Brownfield Land Register

How we prepare, maintain and publish a register of brownfield sites that may be suitable for future residential development

Brownfield Land Registers are intended to provide up-to-date information on sites that Local Authorities consider to be appropriate for residential development.

What are the criteria?

The register can consist of two parts:

Part 1 is a list of all Brownfield sites considered to be appropriate for residential development

Part 2 is made up of sites which have been taken forward from Part 1 of the register and given Planning Permission in Principle (PIP)

In order for sites to be included in Part 1 of the Register, i.e. appropriate for residential development, they must meet the following criteria:

•    the site must be classified as Previously Developed Land, as defined by the glossary to the National Planning Policy Framework (NPPF)
•    the site should be at least 0.25 hectares in size or capable of supporting at least 5 dwellings
•    the land is suitable for residential development
•    the land is available for residential development
•    residential development of the land is achievable within 15 years

Publication of the Brownfield register

The Council will update and monitor the register annually.

If you would like to submit a site to be included on future editions of the Brownfield register please email planningpolicy@southkesteven.gov.uk

In your correspondence please include the following information;

•    Location plan of the site
•    Full Landownership details
•    Evidence of the sites availability and suitability for development - based on the relevant criteria.

Infrastructure Funding Statements

Information on how South Kesteven utilise developer contributions as a means to support infrastructure delivery in the district.

The Community Infrastructure Levy (Amendment) (England) (No.2) Regulations 2019 which came into force on 1 September 2019 require that all local planning authorities publish an Infrastructure Funding Statement annually. The Infrastructure Funding Statement provides a breakdown of Section 106 income and expenditure. It also sets out the types of infrastructure and projects we intend to support through Section 106 income over the next reporting period.

 
The Infrastructure Funding Statement will be published annually by 31 December and provide a summary of financial and non-financial developer contributions relating to Section 106 agreements within the District.
