Housing Land Supply

The National Planning Policy Framework (NPPF) requires local planning authorities to identify and update a supply of specific deliverable sites sufficient to provide a minimum of five years' worth of housing against the housing requirement set out within their Local Plan.  

Annual Position Statement 2023

National Planning Policy allows local authorities to confirm their five-year housing land supply through the publication of an Annual Position Statement.

South Kesteven District Council are intending to submit an Annual Position Statement to the Planning Inspectorate by the deadline of 31 July 2023 in accordance with paragraph 75 of the National Planning Policy Framework, and the relevant National Planning Practice Guidance.

The South Kesteven District Local Plan was adopted on 30th January 2020 and the Council submitted and Annual Position Statement which was confirmed in 2022. A 2023 Annual Position Statement is a subsequent statement under the provisions of paragraph 75 of the Framework.

The Annual Position Statement will set out the 5 year housing land position statement as at 1 April 2023, and will be prepared in consultation with developers, landowners, and key stakeholders.

Current consultation

Developer Engagement consultation 6th April - 28th April 2023.

The Council is requesting Housing Deliverability Information from landowners/developers/agents to obtain rates of housing delivery for sites within our housing land supply with a capacity of 10 or more dwellings including:

·         Sites with extant (valid) Planning Permission (including sites under construction or yet to start);

·         Allocated sites within the adopted Local Plan; and

·         Sites within the Council's Capital Programme.

The consultation will close on the 28th April 2023

Current Annual Position Statement 2022

South Kesteven submitted the Annual Position Statement to the Planning Inspectorate on 29th July 2022, along with supporting evidence. The Annual Position Statement sets out the 5 year housing land supply position statement as at 1 April 2022.

On 5th October 2022, the Council received notification from the Planning Inspectorate to confirm the 5 year housing supply for South Kesteven. The report received can be seen below,

The Annual Position Statement (2022) renews the statement confirmed by Secretary of State in October 2021. The Inspector's Report confirms that satisfactory stakeholder engagement has been undertaken in preparing the Annual Position Statement.

Following an adjustment to ten individual sites, the report concludes that the 5 year total supply calculated by the Council should be reduced by 693 dwellings to 4,077 dwellings. Notwithstanding the reduction, the report confirms that the Council has a housing land supply equivalent to 5.2 years' supply of deliverable sites for one year, i.e., 31 October 2023.
