Wind Energy Supplementary Planning Document

The Wind Energy Supplementary Planning Document (SPD) was adopted by the Council on the 3 June 2013.

The SPD provides guidance on key issues associated with wind energy developments, including criteria relating to design and siting.   It supports the implementation of policies in the council's Development Plan, particularly Policy EN1 (Protection and Enhancement of the Character of the District) and Policy EN3 (Renewable Energy Development).

The SPD provides guidance on:

  • key planning issues associated with wind energy developments during their construction, operation and decommissioning
  • criteria to be applied when determining applications for wind energy developments
  • good siting and design of wind energy schemes including how potential impacts can be minimised
  • information to be provided when submitting a planning application

Strategic Environmental Assessment

The Draft Wind Energy SPD was subject to a Strategic Environmental Assessment (SEA) Screening Determination, as required under European law (subject to regulation 9(1) of the Environmental Assessment of Plans and Programmes Regulations 2004). Following consultation with the consultation bodies (Natural England, the Environment Agency and English Heritage) the council has determined that the SPD does not require an SEA for the reasons set out in the Screening Assessment.
