Housing Delivery Test

The HDT assesses the number of homes built in local authority areas over the previous three years and compares these against local housing requirements

Housing Delivery Test

The Housing Delivery Test (HDT) was introduced by the Ministry of Housing, Communities and Local Government (MHCLG) in 2018 to ensure the local authorities and other stakeholders are held accountable for their role in ensuring new homes are delivered.

The HDT assesses the number of homes built in local authority areas over the previous three years and compares these against local housing requirements. There are planning policy consequences if a local authority does not score 95% or more. As such where a local authority fails to meet

These consequences apply concurrently (for example an 85% score requires an Action plan and 20% buffer) and until a subsequent HDT measurement is published.

2021 HDT Results

The HDT 2021 results were published in January 2022 - The Council scored 110%.

Due to the scoring this year, the Council has passed the Housing Delivery Test and there are no consequences.

The calculation for the 2021 HDT is based upon the following which reflects a reduction in the Number of Homes Required due to Covid-19. The Government reduced the number of homes required to reflect disruption to local planning authority planning services and the construction industry. The 2020 requirement was reduced by 1 month and 2021 by 4 months.

As a consequence of previous results, the Council was required to produce an Action Plan. The purpose of the Plan is to identify key issues for the under delivery of new housing in the district and recommends actions to be taken to increase and maintain housing delivery. The Council was also required to include a 5 Year Housing Land Supply buffer of 20%.
