This follows the positive outcome of the referendum held on 7 March 2019, where 93% of those who voted were in favour of the plan.  The formal decision statement as required under Neighbourhood Planning Regulations is included in the key documents set out below:

The proposed Carlby Neighbourhood Development Plan has been produced by Carlby Parish Council in consultation with residents, businesses, landowners and other stakeholder organisations. The Neighbourhood Development Plan covers the civil parish of Carlby and seeks to guide the future development of the parish up until 2036. It includes a vision and a set of objectives for the parish, as well as a series of neighbourhood wide policies.

Carlby Parish Council submitted its proposed Neighbourhood Development Plan to South Kesteven District Council in March 2018.

In accordance with the amended Town and Country Planning Act 1990, the District Council has made an initial assessment of the Neighbourhood Plan and the supporting documents and is satisfied that these comply with the specified criteria.

Consultation on the proposed Neighbourhood Plan

The District Council published the Neighbourhood Plan for public consultation to provide an opportunity for comment on the submitted proposals before the Plan goes to examination.

The public consultation lasted 6 weeks - from the 27 April 2018 to the 8 June 2018.Consultation Documents

Carlby Parish Neighbourhood Plan Examination

Carlby Parish Council has now submitted the Carlby Neighbourhood Plan for independent examination. The consultation has now closed and the Plan is being examined by Andrew Ashcroft. The examiner has requested that representations submitted to the consultation are published on our website.

On the 20 September 2018, the Independent Examiner for the Carlby Neighbourhood Plan, Andrew Ashcroft, wrote to the Council to provide an update on the Examination process. He also wrote to inform that a clarification note would need to be completed by the Parish Council in regard to the Neighbourhood Plan. The Clarification note can be found below;

Habitat Regulations Assessment - recent case law

On the 25 September 2018, Andrew Ashcroft provided further comments, regarding recent European Union case law about Habitat Regulations Assessment screening.  Council officers considered the Examiner's comments and submitting the following response;
