Background
South Kesteven District is situated in the South West Lincolnshire, bordering Rutland, Nottinghamshire and Peterborough. It is a large rural district with dispersed market towns at Grantham, Bourne, Stamford and the Deepings. The district has 48,770 private dwellings.
Fuel (All figures are from South Kesteven Housing Condition Survey 2006)
A large part of the district (mostly rural) is not connected to the gas main. Among the 48,770 dwellings, 74.5% are using gas, 14% using oil, 10% using electricity and the remaining 1.5% (6,693) on solid fuel.
Heating
41,991 (86%) has central heating system with boilers & radiators, 4,711(10%) has electric storage heating with the remaining 4% (1,951) not having central heating system.
Insulation
38,871 dwellings could benefit from additional insulation. Carrying out this insulation would improve the SAP rating for the District from 50 to 55.
Fuel Cost
The average fuel heating cost per household per year is £455 for vulnerable group and £545 for able to pay groups. Additional insulation is able reduce this cost by £50 per dwelling.
Fuel poverty
There are nearly 2,000 households in fuel poverty. This figure is likely to be under-representing due to the 'sample survey' nature of the study.
Cost of measure
A total of £47.8m is needed to install all additional insulation and central heating system.
