Welcome to Better and Warmer Homes!

The Council is committed to working closely with the Warmfront and the Utility companies throughout the Better and Warmer Homes programme. The partnership aims to significantly increase the level of funding investment from the Warmfront and the Utility companies received by households in the district. Such funding is to be combined with the decent homes funding in order to –

  • Reduce the number of vulnerable people in fuel poverty;
  • Increase the number of vulnerable people living in decent homes; and
  • Contribute to independent living of vulnerable people through better and warmer homes.

As part of the Better and Warmer Homes programme, the Council aims to set up an area based initiative in partnership with Utility companies, the Warmfront programme and the Eaga partnership. The initiative will be committed to –

  • Working across the whole district ward by ward;
  • Carrying out door step assessment to private owners and tenants;
  • Using CERT funding to install insulation improvement to eligible households;
  • Using Warmfront funding to install heating improvement to eligible households;
  • Using the Council’s decent homes funding to assist the households through the Warmfront Top Up grant;
  • Using the Council’s decent homes funding to carry out a Better Homes Survey (decent homes survey) to eligible households;
  • Using the Council’s decent homes funding to bring a property to decent homes standard through measures other than heating or insulation (such as doors); and
  • Receiving and sending referrals from a wide range of agencies working with vulnerable people, such as the Pension Service, the PCT.
